Japan’s international relations in a changing world order

The popularity of Japanese culture among students at the University of Pécs is undeniable. From anime and manga to traditional arts and cuisine, the enthusiasm is reflected in the number of students attending Japan-related events. This was evident during the recent lecture by Counsellor Megumi Enya, Deputy Head of Missions at the Embassy of Japan in Hungary. The classroom was packed to capacity, with additional chairs brought in to accommodate the eager audience. With more than 80 Japanese students currently studying at the university, the ties between Japan and Hungary continue to strengthen, both academically and diplomatically. 

This lecture was part of the International Seasons intercultural event series, a unique initiative dedicated to fostering global dialogue and cultural exchange. This week’s Japan Days marks a historic moment as it is the first time a university in Hungary has organized such an event, showcasing Japan’s diplomacy, culture, and global influence in an academic setting. 

The diplomatic relationship between Hungary and Japan dates back over 150 years, evolving into a robust partnership.

Japan has played a significant role in Hungary’s economic development, with approximately 180 Japanese companies creating around 30,000 jobs in the country. Recent cooperation in nuclear energy, infrastructure, and cultural exchanges has further deepened the bilateral bond. As Counsellor Enya Megumi highlighted, these strong foundations provide an excellent platform for future collaborations between the two nations. 

However, the current global landscape presents numerous challenges. The ongoing war in Ukraine, instability in the Middle East, and growing geopolitical tensions have made diplomacy more crucial than ever. Japan’s approach to international relations prioritizes reconciliation and cooperation over division and confrontation, with human dignity and the rule of law at its core. 

The counsellor presented three key pillars that define Japan’s diplomatic strategy:  
This remains the cornerstone of Japan’s foreign and security policies. Japan has been working closely with the U.S. administration to address security and economic challenges, reaffirming their commitment to maintaining peace and stability in the Indo-Pacific region. 

Japan is actively collaborating with like-minded nations to uphold a rules-based global system. Its regional strategy, known as the Free and Open Indo-Pacific (FOIP), emphasizes peace, global cooperation, infrastructure development, and security. 

Engagement with the Global South. Recognizing the importance of supporting emerging economies, Japan has been expanding its development assistance and diplomatic outreach. Notably, it has played a key role in supporting Ukraine and sanctioning Russia in response to the war. 

Japan’s engagement with NATO and the EU has also grown in recent years, reflecting the interconnected nature of global security. As North Korea, China, and Russia increase their military activities, Japan has reinforced its ties with NATO, establishing an independent NATO mission in Brussels and enhancing defense cooperation in areas such as cybersecurity and countering disinformation. 

The lecture also touched upon Japan’s diplomatic relations with its “neighbors”. While maintaining strong economic and cultural exchanges, Japan continues to advocate for stability and cooperation, especially in addressing global challenges like climate change and food security. 

Beyond diplomacy, Japan’s power remains influential. From cultural exchange programs to educational opportunities, the connection between Japan and Hungary is flourishing. The University of Pécs has been an active participant in fostering these ties, with numerous student exchange programs and academic partnerships between Hungarian and Japanese institutions. 

The lecture provided an insightful glimpse into Japan’s evolving foreign policy in an increasingly uncertain world. It also underscored the enduring bond between Hungary and Japan - a relationship built on mutual respect, shared values, and a vision for a peaceful and prosperous future.
