University of Pécs Expands International Partnerships with Mongolian Shihihutug University

The University of Pécs hosted a delegation from Shihihutug University of Mongolia at the Rector’s Office, where the two institutions signed a Memorandum of Understanding on the 18th of September. The agreement formalizes an already thriving collaboration in education, research, and academic exchange that has been underway since 2024.

Shihihutug University, located in Ulaanbaatar, is a private foundation university dedicated exclusively to legal education, offering programs from undergraduate to doctoral level. The institution is named after Shihihutug, the chief justice and scholar of Genghis Khan, who compiled the Blue Book of legal codes and decrees on the Khan’s command, as referenced in The Secret History of the Mongols.

The delegation was led by Dr. Lundeejantsan Danzan, the university’s founder, a former Speaker of the Mongolian Parliament and now retired professor. He was joined by Dr. Oyuntsetseg Dambadarjaa, Rector of Shihihutug University, and Pro-Rector Munkhdemberel Lundeejantsan. The event was also attended by Dr. Borbála Obrusánszky, Ambassador of Hungary to Mongolia.

Representing the University of Pécs were Dr. Attila Miseta, Rector; Dr. István Tarrósy, Director of the International Centre; and Dr. Orsolya Falus, Honorary University Professor.

The meeting highlighted opportunities for future cooperation, including student and faculty exchanges, joint research projects, international conferences, and the potential development of a joint Master’s program.

Dr. István Tarrósy emphasized:

“This cooperation, initiated by our Faculty of Law, will focus primarily on legal education. At the same time, we aim to expand into other areas that can bring innovative results and mutual learning opportunities.”

“We have long wished to sign an MoU with the University of Pécs, and we are delighted to partner with such a historic, 650-year-old institution. We look forward to faculty exchanges, joint research, and shared educational programs — and we warmly welcome Hungarian professors to Mongolia.”
